Randy began his career in healthcare in 2002 after finishing his bachelors in business administration.
He loves working in healthcare and the chance to get to know residents and families.
When not at work he enjoys cycling and spending time with his wife and three children.

Alma Navarrete
Director of Nursing
Alma graduated with a BS in Nursing from the Phillipines' Women's University in
1992. She is presently enrolled in the Case Management Certification Program at
Kaplan University. For thirteen years Alma has dedicated herself towards continuous
service in skilled nursing, spending many years as a Director of Nursing. Under
her leadership, Alma has been an integral part of two-zero-deficiency surveys from
the California Department of Public Health. Alma's greatest achievement, however,
came in 2007 when she became a mother for the first time.

Randy Tagle
Faciity Rehabilitation Director
Randy Tagle is the Facility Rehabilitation Director for Wagner Heights Nursing & Rehabilitation since August 2005. In 2006, Randy was recognized as the Rehab Director of the Year Award for Select Therapies. He has had a successful career path. A Graduate of the Occupational Therapy program from San Jose State University in 1997, Randy immediately built a solid clinical basis in multiple levels of care by working in Acute Rehabilitation, Out-patient Hand Therapy, and In-patient including skilled nursing. Just 5 years of growing into a highly skilled therapist, Randy was offered his first opportunity to be a Director for a Rehabilitation department and from this point forward he has continued to expand his management capabilities into growing and developing the largest Rehab Department and most skilled collection of 30 full time therapist exclusively at Wagner Heights Nursing & Rehabilitation Center. Besides work, Randy is a proud father of 2 boys and enjoys playing basketball, tennis, and golf on his leisure time.

Dohdee Phillips
RAI Director
Dohdee graduated from nursing school in 1967. Traveling with her husband, who was in the Air Force, allowed her to practice nursing in many areas of the United States and in Germany. After working in various areas of acute care she discovered that Long Term Care was her real passion. She was a Director of Nursing for more than 20 years, mostly in the Bay Area. After moving to the Stockton area she joined the staff at Wagner in 2005 as the RAI Director.

Melanie Cox
Director of Sales and Marketing
Melanie has been with the company since 2009. She has been in Skilled Nursing since 1997.
Melanie is responsible for internal and external marketing, working closely with various
community members and building and maintaining relationships. Melanie started out as a
Certified Nurses Assistant, continued in Skilled Nursing education and moved up to be Business Office Manager,
Payroll and Director of Medical Records.

Mary Payne Wehner
Business Office Manager
Mary has been at Wagner Heights Nursing & Rehabilitation Center since August of 2005, in the position of Business Office Manager (BOM.) She has been working in the Skilled Nursing Industry for over 30 years, mostly as a BOM, but also as a Social Services Designee and Discharge Planner. As BOM at Wagner Heights she is responsible for the billing and collection of all pay types (Medicare, Medi-Cal, HMO, Other Insurances and Private Pay). She also assist residents with applying for Medicare, Medi-Cal and various other types of financial/medical services. She have also worked in acute care hospitals and physician offices providing the same types of billing and collections services.
